Interstate Business Solutions had a strong vision for a public-private partnership that would deliver meaningful benefits to a local Indiana community while aligning with state and federal infrastructure priorities. The hurdles to move the project forward included navigating the intersection of Federal Highway Administration (FHWA) regulations, Indiana’s state Department of Transportation, and local stakeholders.
Multi-level infrastructure projects involve many moving parts, and coordination of all the players at the right time requires focused effort. This project needed a team that could verify the regulatory pathway, facilitate the right conversations, and help all parties see their shared stake in the outcome.
The Shepherd team leveraged deep relationships and strategic expertise at the state, local, and federal levels to promote conversations where they mattered most. By facilitating clear communication, verifying regulatory alignment, and identifying mutual priorities, we helped activate a successful public-private partnership.

Phase 1 proved the concept. Now Shepherd Strategies is partnering with Interstate Business Solutions to replicate this model across additional states and interstate corridors. The framework developed in Indiana—regulatory verification, multi-level stakeholder alignment, and community-centered execution—is built to scale.
