Shepherd Strategies Joins AMPMA in Successful Opposition to House Bill 5087

Jessica Beeson Tocco, President of Shepherd Strategies, testified before a Massachusetts legislative committee on behalf of the Aesthetic Medical Providers of Massachusetts (AMPMA) in opposition to House Bill 5087. The bill has since been tabled for study.

AMPMA, a nonprofit representing licensed physicians, nurse practitioners, dentists, and physician associates practicing medical aesthetics in Massachusetts, organized the testimony to challenge a bill its members viewed as outdated and inconsistent with current state law. Tocco introduced the coalition’s case, presenting the committee with a petition signed by more than 1,500 licensed Massachusetts practitioners who opposed the measure — and making the case that any regulation of this space must reflect where medical practice actually stands in 2026, not 2013.

Joining Jessica at the hearing were three medical professionals who each offered their clinical and operational testimony regarding the bill’s potential harm to providers and patients:

  • Michelle Doran – Founder of RN Aesthetics and President of AMPMA
  • Leah Kenney – clinician and PA advocate
  • Joseph Russo – Harvard-trained plastic surgeon and med spa owner
